Like an uncontrollable and unbridled catalyst of any possible attacks on fundamental freedoms, the global pandemic seems to intensify the deterioration of the relations between states and citizens. Pandemic management has obviously exacerbated the mechanisms of control, surveillance, and governance entrusted to statistics and algorithms… While this observation concerns the relationship between states and their populations, it also encompasses certain horizontal observation practices between the citizens themselves. 

However, multilateral democratic surveillance mechanisms are just as important in the construction of the rule of law and must be the object of constant vigilance. If trust and mistrust allow us to question our relationship to information, knowledge, authority, coercion, or the collective… how can we guarantee the nuanced exercise of critical thinking? How can we trust our rule of law? What distrust should we adopt towards any obstacle to human freedoms? How can we maintain confidence in facts, in scientific and legal knowledge? How can we understand and mitigate the use of expressions of exclusion, judgment, denunciation between citizens?
